What is the External Evaluation and Review (EER)?
The NZQA External Evaluation and Review (EER) is a process conducted by the New Zealand Qualifications Authority (NZQA) to assess the performance of non-university tertiary education organisations (TEOs) in New Zealand. It’s essentially an independent quality assurance checkup for institutions offering post-secondary education.
The purpose of EER
The NZQA External Evaluation and Review serves two main purposes.
- Accountability: It ensures tertiary education organisations are delivering quality education to students.
- Improvement: It helps TEOs identify areas in their programs and services that can be improved.
EER Assessment
NZQA conducts periodic reviews of TEOs using standardised methods to gather evidence and assess their educational performance and self-assessment capability.
EER findings are published in reports on the NZQA website. These reports include NZQA’s level of confidence in a TEO’s educational performance and its ability to self-assess effectively.
There are four categories assigned to tertiary education organisations (TEOs) in New Zealand after an External Evaluation and Review by NZQA. These categories range from 1 (highest) to 4 (lowest) and are based on the EER statements of confidence.
A1 First Aid has been rated a Category 1 provider once again in our 2024 NZQA EER.

Category 1 status in the NZQA EER system signifies that a TEO is a top performer in the New Zealand tertiary education landscape. It translates to benefits for the institution, its students, and its reputation.
A1 First Aid achieving Category 1 signifies that the NZQA has high confidence in our educational performance and our capability for self-assessment. This essentially means the NZQA are confident that we are delivering high-quality education and we are good at evaluating ourselves for further improvement.
A Category 1 ranking is a public mark of excellence. It tells potential students and stakeholders that we offer a strong educational program and are a trustworthy institution.
